computer monitor can a t.v be a monitor ?

Never, EVER use a regular standard-definition TV as a monitor.
Regular TVs only have 480 scan lines and are extremely low-resolution. The image you will get is p!ss-poor.
Just get the cheapest LCD monitor you can find if money is an issue. Though if you insist on using a TV as monitor, I agree with David that you should use an HDTV set that has an HDMI input. Those can display at the very least 1280×720 resolution, and some can go as high as 1920×1080.
